RIAA Reaffirms Support for NO FAKES Act as Broad Bipartisan & Cross-Sector Consensus Builds
Senate & House Reintroduce Bill to Combate AI Deepfakes
Creative Communities, AI Developers, Child Safety Groups, Labor Unions, Conservatives & Free Speech Advocates Align on Landmark Protections for Individuals While Enabling Innovation
The Recording Industry Association of America® (RIAA) applauds bicameral momentum from Democrats and Republicans for the NO FAKES Act (“Nurture Originals, Foster Art, and Keep Entertainment Safe Act of 2026”) as burgeoning cross-sector support and Members of Congress rapidly move toward consensus on protecting Americans’ voice and likeness against deepfakes in the age of AI. Through sustained leadership and broad consultation, Senators Marsha Blackburn (R-TN), Chris Coons (D-DE), Thom Tillis (R-NC) and Amy Klobuchar (D-MN) alongside US Representatives María Elvira Salazar (R-FL-27), Madeleine Dean (D-PA-4), Nathaniel Moran (R-TX-1), Becca Balint (D-VT-At Large) and Laurel Lee (R-FL-15) and their bipartisan cosponsors today reintroduced the landmark legislation.
Designed to protect American workers and intellectual property while also enabling technological innovation, the updated NO FAKES Act is endorsed by a notable coalition spanning the creative communities, child safety groups, labor unions, conservatives, free speech advocates and the AI industry from OpenAI, Google/YouTube and IBM to Getty and Spotify.
RIAA Chairman & CEO Mitch Glazier said, “RIAA proudly endorses the NO FAKES Act of 2026, a widely supported consensus bill developed through a bipartisan, bicameral process and championed by American AI developers, the creative community, child safety groups, conservative groups, labor unions, and free speech advocates. Polling confirms that 92% of Americans are concerned about the impact of AI deepfakes on our neighbors and culture and reveals near total support for a Federal law that protects voice and likeness. NO FAKES provides those important protections while securing freedom of expression, reducing litigation and achieving the full promise of American AI technology. We applaud the efforts of Senators Coons and Blackburn alongside Representatives Salazar and Dean, along with their bipartisan colleagues, on crafting this legislation that has also been recommended by the White House’s National AI Framework. This is an example of communities coming together to solve an important issue, and we are closer than ever to NO FAKES becoming the law of the land this year.”
The NO FAKES Act will:
- Give every American a right protecting their voice & likeness from invasive AI deepfakes & voice clones – not just celebrities and other prominent figures
- Expressly protect First Amendment uses such as for news reporting and satire
- Reduce litigation by allowing UGC platforms to avoid liability when promptly removing unauthorized deepfakes
- Institute a new counter-notice process when content is improperly removed to support free speech
- Protect education and research for libraries and related institutions
- Clarify notice and takedown obligations for eligible online services
This thoughtful approach safeguards any individual exploited by deepfakes while still allowing for American AI companies to compete globally. The NO FAKES Act aims to protect America’s most valuable asset – the voices and likenesses of its people.
